VIJANA@rtWORK: Creative youth for social cohesion across Tanzania is being implemented by Goethe Institute in Tanzania in partnership with the Culture and Development East Africa (CDEA) with financial contribution of the European Commission (EC). The project’s aim is to achieve the EC’s objective of enhancing engagement and collaboration between local authorities and youth in order to increase social cohesion and mutual trust within communities in Tanzania.
The VIJANA@rtWORK project will be implemented through 14 Youth-Led Organizations (YLOs) projects that will be selected through 2 Open Calls (Year 1, Year 3) the 7 geographical zones Lake, Western, Northern, Eastern, Central, Southern Highland and Southern West Highlands zone, excluding Zanzibar which would be the eights zone). The YLO will benefit from a capacity building programme with themes like management, advocacy, communication and digital skills but jointly fine-tuned with them throughout a consultation process. They will be directly in charge of implementing cultural projects dialogues with local authorities and communities and will be involved in the identification, renovation and sustainable use of dialogue spaces. Depending on the geographic areas identified by the YLOs themselves, Civil Society Organizations (CSO) members will participate in the community dialogues with local authorities.
In addition, artists, culture professionals and creative entrepreneurs will perform in the cultural creations and productions at the core of the 14 YLOs’ projects selected through the 2 Open Calls in the fields of cinema, theatre and radio.
The aim of the project is to empower the arts and cultural practitioners, especially in the field of culture for development, thus recognizing their value as actors for development and contributors to the local governance.
Secondly, there will also be One Restricted Call-in order to identify available spaces and refurbishing needs in the respective areas. The Open Calls mentioned above will already inform about the subsequent publication of a Restricted Call-in order to identify available spaces and refurbishing needs in the respective areas.
The action’s underpinning approach is the use culture as a facilitation tool and conveyer of social change ideas. The three priority themes (gender, climate change and artistic freedom) will guide the selection of youth-led projects and their cultural productions, their capacity building, the dialogues with local authorities and communities as well as the renewal and maintenance of civic spaces. The action will have a direct impact on the (i) cultural sector, (ii) youth-led civil society organisations, (iii) local governance, which includes dialogue between local authorities and the communities but also dialogue within the communities themselves, the way they publicly discuss social issues of concern and whether and how they imagine and implement solutions. All these three dimensions are reflected at the level of results and activities and in connection to the target groups, beneficiaries and stakeholders.

Expected Outcomes
- Enhanced cultural-based civic space for dialogue and action between youth-led organisations and local authorities through participatory governance stimulated by cultural-based interactive media; and
- The rights of young people are promoted – to be able to freely enjoy the arts through cultural spaces and participate in the cultural life of the community.
Expected Outputs
- The accessibility and availability of cultural projects (cinema, theatre, radio) tackling stereotypical behaviors and societal stresses is enlarged;
- The capacity of youth-led organizations as cultural, development and politically engaged actors is strengthened;
- Awareness is raised on social issues of concern by youth-led organisations, dialogue is enhanced with the respective local authorities and public support encouraged; and
- Cultural spaces are renovated and complemented in 14 target areas.
Our Commitment
- A1.1. To conduct a round of consultations with stakeholders and potential beneficiaries on the definition of relevant Open Calls (objectives, criteria, fields, eligible activities, etc.) (2 Calls);
- A1.2. To select, appoint and brief a Selection Committee with diversity of member;
- A1.3. To draft and publish 2 Open Calls (in 7 zones);
- A1.4. To outreach, communicate, inform and provide guidance about the forthcoming and Open Calls;
- A1.5. To conduct the Selection procedure of the 2 Open Calls; Implementation of (12) rural based projects using culture as a tool (film, theatre and radio) to address societal issues;
- A1.6. To accompany and guide implementation of 14 selected projects using culture as a tool to address societal issues, including communication;
- A1.7. To organise participatory processes: learning and reflection meetings amongst the project beneficiaries.
- A2.1. To organise a participatory assessment of organisations’ needs;
- A2.2. To formulate of a capacity building programme for the youth-led organisations (calendar, experts, participation criteria, locations, etc.);

Project Activities
This work package will allow the financing of relevant cultural projects carried out by YLOs in collaboration with artists and cultural actors. The projects could cover all stages of the value chain (creation, production, dissemination) and will be open to the fields of cinema, theatre and radio.
The selected 14 projects will inject resources -human, technical, material- into the local cultural ecosystem.
The selection criteria for cultural productions will focus on design in terms of socio-cultural impact (artistic, creative and cultural quality, innovation, structuring character), financial and operational capacity (annual turnover, qualifications) and sustainability (in terms of profitability, economic added value, job creation, etc).
The project partners will accompany the projects in the implementation of their cultural creations and productions in parallel to the capacity building and community dialogues work packages. This will strengthen their organisations as cultural, development and politically engaged actors (management, impact, communication, advocacy, mediation, etc.) and will gather for a joint learning and reflection meeting, also with national peers, especially around the CSO Week in Dodoma (estimated calendar, October). This work package aims at strengthening the beneficiaries’ managerial, technical, financial, policy related, advocacy and mediation skills and capacities. The partners will establish a programme mixing several training methodologies and mixing online and onsite sessions. The programme will be devised and coordinated by CDEA who will also implement some of the trainings and ensure coaching and mentoring on participatory governance processes. CDEA will mobilise its network of organisations and experts and identify other specialized speakers and trainers for some of the sessions. The learning methodology will thus combine an expert and a peer approach.
The program will be proposed by the partners and fine-tuned together with the YLOs in line with their expressed needs. The latter will be key, as they will identify: their own priority issues (in line with the three priorities), the geographical area, the administrative level they will work on with the authorities and the cultural spaces to be renewed and maintained as socio-cultural hubs in the respective communities. Relevant umbrella organisations active in the associative youth and cultural sector will be also invited to participate to some of the modules
The cultural performances will be the departing point for the community dialogues around stressing societal issues with other stakeholders and local authorities (O3), whose support in term of political and administrative decisions will be advocated for and followed-up.
Ideally, the dialogue with local authorities will involve officials from the relevant departments (culture, youth, environment, etc.)
The idea is to promote the existence of cultural-civic spaces in each of the 7 zones. It is expected that the fact that the spaces’ identification, renovation and promotion is led by the YLOs will contribute to boost their profile and reputation and recognition as community active members and mediators.
The skills required to manage and maintain the spaces will further professionalise the YLOs and deepen their relationship with their respective Local Authorities.
