First Call for Project Proposals
VIJANA@rtWORK: Creative youth for social cohesion across Tanzania is being implemented by Goethe Institute in Tanzania in partnership with the Culture and Development East Africa (CDEA) with financial contribution of the European Commission (EC).
VIJANA@rtWORK is looking to support 7 Youth-Led Organization (YLOs) who will collaboration with artists and cultural actors in their respective communities to address issues causing social tensions. The selected projects’ teams will ensure diversity and gender balance and that artistic creations and productions focus on issues causing social tensions in their respective communities around three main topics (gender equality, climate change and artistic freedom) and tackle related stereotypical behaviours.
These Open Call aims to stimulate the Tanzanian cultural sector in the areas outside the main urban centres.
The duration of the 7 projects will be between 12-18 months. The guiding parameters will be:
- Geographic diversity (7 zones namely: Lake, Western, Northern, Eastern, Central, Southern Highland and Southern West Highlands)
- The use of cultural productions (theatre, cinema and radio) as tools to address societal issues and
- Three main topics (gender equality, climate change and artistic freedom).
The evaluation grid, inspired by the one used by EU Cap’s, will include the following criteria:
- Relevance to the Call,
- Technical and Financial capacity of the applicants,
- Feasibility and design of the action.
The Guidelines of the Calls will suggest examples of possible activities which will be considered feasible within the time and budgetary limits. For example: Documentary short film (maximum 30 min., 5 participants, production time 6 months); Short Radio Feature (maximum 15 min., 3 participants, production time 3 months) or Community Theatre play (maximum 45 min., 10 participants, production time 10 months.
The present call contains one lot. Applications may be submitted in one of the following:

Priority Area: 2.2.1. Promote and support youth-led local initiatives in the areas of culture, sport and education aimed at building social cohesion, and constructive dialogue and cooperation with the local authorities
VIJANA@rtWORK reserves the right not to award all available funds if submitted applications do not fill the selection criteria.
For the purpose of this call, applications are eligible when presented by a YLO located on one the 7-zone listed above, and outside the main urban centres.
For the purpose of this first call, CDEA will act as “contracting party”.
VIJANA@rtWORK: Creative youth for social cohesion across Tanzania is funded by the European Commission under the CSO Thematic Programme 2021-2027, which intends to support CSOs as actors of good governance and development in partner countries. The EU Delegation in Tanzania also developed the third Country CSOs Roadmap (RM) 2021-2024, in line with the above-mentioned action. It is a strategic tool to ensure complementarity between EU bilateral programmes and CSO thematic programmes. It focuses on fostering an enabling environment for civil society, promoting meaningful participation of civil society in multi-stakeholder policy processes, and strengthening of civil society organizations’ capacity to promote public accountability, be legitimate representatives of the interests of citizen groups and effectively perform their roles as independent development actors.
Eligibility
In order to be eligible, applications must comply with the following conditions:
- Applications must involve YLO is one of the 7 the 7 geographical zones Lake, Western, Northern, Eastern, Central, Southern, Southern Highland and Southern West Highlands zone
- The YLO work with creative and cultural ac The use of cultural productions (theatre, cinema and radio) as tools to address societal issues and
- Focus on one of the main topics (gender, climate change and artistic freedom)
- The YLO must be directly responsible for the preparation and management of the project proposal with its partners and not act as an intermediary.
- YLO must have a valid bank account registered under their legal name.
- Applications must be submitted in English
The project duration should be a minimum of 12 months and a maximum of 18 months.
Type of eligible activities
Community initiatives such as cultural with youth organisations and local authorities, which facilitate social cohesion and build mutual trust.
The following types of projects will not be eligible for funding:
- Events of religious or political character.
- General operational/running costs of applicant organisations (only administrative costs related to the project implementation are eligible).
- Debts and obligations.
- Projects which consist exclusively or primarily in capital expenditure, such as infrastructure, land, equipment.
- Projects intended only to raise funds or promote the visibility of the applicant or its partner(s).
- Projects intended only to promote the visibility of the applicant or its co-applicant(s)
The following criteria do not determine the eligibility of an application but are considered as additional value for the project submitted:
- Promotion of gender equality and empowerment of women and girls.
- Leadership and team composition by young professionals, under age 35.
