  1. Background

SanaaBiZ Investments Limited, the business arm of Culture and Development East Africa (CDEA), in partnership with Kigamboni Municipal Council, invites Expressions of Interest from suitably qualified Hydrology/Hydraulic Engineering firms or consultants to carry out a Hydrological Study for the proposed Kigamboni Eco Sanaa Village Project.

The project is envisioned as a flagship creative economy development comprising a creative hub, eco-friendly infrastructure, cultural spaces, and hospitality facilities on approximately 18 acres of coastal land in Kigamboni, Dar es Salaam.

Given the project’s coastal location, the hydrological study is critical to inform climate-resilient design, flood risk management, drainage planning, and sustainable water resource use.

  1. Main Objectives

The overall objective of this assignment is to provide a comprehensive hydrological assessment of the project site and its surrounding catchment to guide planning, design, and risk mitigation.

Specifically, the assignment aims to:

  • Assess surface water and groundwater dynamics within and around the project site;
  • Evaluate flood risks, including coastal flooding, stormwater runoff, and extreme rainfall events;
  • Analyze drainage patterns and catchment characteristics;
  • Assess potential impacts of climate change and sea-level rise on the site;
  • Provide recommendations for stormwater management, drainage systems, and flood mitigation measures;
  • Identify opportunities for sustainable water management (e.g. rainwater harvesting, water-sensitive design);
  • Support compliance with national regulations and environmental standards.
  1. Scope of Work

The scope of work will include, but not be limited to:

  • Review of existing hydrological, meteorological, and environmental data relevant to the project area;
  • Delineation and analysis of the catchment area and flow pathways;
  • Evaluation of flood risks, including mapping of flood-prone zones;
  • Consideration of coastal processes, including tidal influence and sea-level rise;
  • Development of hydrological models or scenarios where necessary;
  • Consultation with relevant authorities (e.g. water, environment, and local government agencies);
  • Preparation of a Hydrological Study Report with clear recommendations.

The assignment will be conducted within the project area located in Kigamboni Municipal Council, Dar es Salaam.

  1. Qualification Requirements

Eligible firms/consultants are invited to demonstrate their capacity to undertake this assignment. Submissions must include:

  • Company/consultant profile with expertise in hydrology, hydraulic engineering, or water resource management;
  • Detailed CV(s) of key personnel (Hydrologist, Hydraulic Engineer, Climate/Water Specialist, etc.);
  • Proof of registration with relevant professional bodies (e.g. Engineers Registration Board (ERB) or equivalent);
  • Demonstrated experience in hydrological studies for coastal, urban, or infrastructure projects;
  • Experience in flood modelling and climate risk assessment is an added advantage;
  • List of similar assignments including:
    • Project name
    • Client/donor
    • Scope and value of assignment
    • Contact references
  1. Duration of Assignment

The assignment is expected to be completed within 3–4 weeks from contract signing.

  1. Deliverables

The consultant is expected to deliver:

  1. Inception Brief outlining methodology, tools, and work plan;
  2. Hydrological Study Report, including:
    • Site hydrological characteristics
    • Catchment and drainage analysis
    • Flood risk assessment and mapping
    • Climate and sea-level rise considerations
    • Recommendations for drainage, flood control, and water management systems
  3. Presentation of findings to the client and key stakeholders.
