Introduction
SanaaBiZ Investments Limited, the business arm of Culture and Development East Africa (CDEA), invites tenders from a suitably qualified professional firm to finalize in partnership with Sanaabiz Investment Limited’s project manager a pre-feasibility study(Phase 1) for setting up an eco-hotel in Kigamboni, Dar es Salaam. This hotel will be linked to a creative hub that is part of the Dar es Salaam Eco Sanaa Village project to be implemented through Public Private-Partnership (PPP).
The selected firm will carry out a feasibility study (Phase 2) in collaboration with experts from the Kigamboni Municipal Council, guided by the Tanzania Public Private Partnership Act 2018 and the Regulations of 2020 (Government Notice No.37 published on 24/1/2020)
Phase 1
The pre-feasibility study will:
Determine the viability of the eco hotel which is part of Dar es Salaam Eco Sanaa Village on the basis of demand assessment, site assessment and infrastructure assessment for a commercially viable and bankable PPP project.
Phase 2
The feasibility study will:
- Analyze factors affecting the project
- Site analysis
- Hotel market assessment
- Concept development and recommendations
- Financial projections
Deliverables
- A soft copy and hard copy of the pre-feasibility study report
- A soft copy and hard copy of feasibility study report
- A PowerPoint layout summary report that will target the Kigamboni Municipal Council, financial institutions, hotel management companies, owners, developers and other interested parties
Contract Timescale
- Tender Submission deadline -August 19, 2022
- Notification of preferred bidder -August 31, 2022
- Inception meeting -September 2, 2022
- Submission of prefeasibility study -September 16, 2022
- Interim feasibility report –October 14, 2022
- Final feasibility report –October 28, 2022
Qualifications of professional firm
The professional firm should demonstrate the following:
- Proven experience and expertise in carrying out consulting studies in hospitality and tourism for large and small public and private sector clients
- Proven expertise working in Tanzania carrying market and financial feasibility studies
- Ability to draft concise feasibility study reports of high quality in English
- Excellent analytical, interpersonal and communication skills
- Willingness and ability to travel to Tanzania to conduct the fieldwork
- Knowledge of Swahili language is desirable but not a precondition for qualification
